Who We Are

The Community Assisted Public Safety (CAPS) is a pro active, team based program organized to take actions on problem properties by the enforcement of applicable property, public safety and other laws within the City of Richmond.  CAPS acts on complaints or information from residents that deal with quality of life issues. The Unit's main objective is to eliminate blight and public safety concerns on vacant, abandoned and neglected properties.  Visit Monthly Meetings to join your neighbors.



Citizens' Academies - effective community policing is based on relationships built on mutual trust and understanding. Numerous Citizen Police academies have been held, as well as academies tailored to the needs of the Hispanic and Asian communities, the faith community, the school system and youth. The curriculum covers a variety of topics ranging from gun and drug use in the City to how murder is investigated. Theme academy graduates are eligible for Neighborhood Assistance Officers.
